  • This announcement has been amended to add primary hiring sites and clarify document submission requirements. Please read carefully. It is open to current Transportation Security Administration (TSA) and current Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS) employees only. It is open concurrently with FAMS-FLD-05-0002, which is open to all U.S. citizens. Current primary hiring sites are: Boston (MA), Detroit (MI), Los Angeles (CA), Newark (NJ), and New York (NY). A limited number of vacancies will also be available in San Francisco (CA) and Washington (D.C.). However, applicants may select other desired duty locations from the given list. Based on OLE/FAMS operational requirements, this announcement may be used to fill positions at any duty location.

    PAY/COMPENSATION: The OLE/FAMS has adopted the FAA Core Compensation system, which includes job categories, career levels, and pay bands. Basic salary ranges are: G = $36,400 - $56,400, H = $44,400 - $68,800, & I = $54,100 - $83,900. These will be adjusted to include locality pay based on the assigned duty location. This position is covered by the Law Enforcement Retirement System, and the incumbent is eligible for the 25% Law Enforcement Availability Pay. The highest pay band of a FAM is SV-I. There is no guarantee of promotion. Movement to a higher level will depend on the incumbent's ability to do the more complex, higher level work.

    RESPONSIBILITIES: The incumbent is subject to work a tour of duty that meets program requirements including shift work, nights, weekends and holidays and subject to required regular and recurring overnight travel.

    This position requires that the incumbent carry a firearm. Individuals selected must meet initial and recurrent qualifications in the use of firearms.

    ASSESSMENT PROCESS: The assessment process is extensive and includes a structured interview, medical examination, psychological assessment and background investigation.

    The OLE/FAMS has implemented a Physical Training Assessment (PTA) requirement for all applicants in order to assess ability to successfully participate in strenuous physical activity during formal training with minimized risk of injury. Candidates will be evaluated for performance of the following physical tasks: Pull-ups, sit-ups, push-ups, and a 1.5-mile run. There is no minimum required score for the PTA. The fitness evaluation level achieved by candidates is a factor considered in the applicant assessment process.

    Applicants must complete the associated background investigation documents online as part of the application package.

    REQUIREMENTS: Required supporting documents include a birth certificate or passport, SF-50 or equivalent, DD-214, SF-15 and DVA approval letter, and college transcripts as applicable. Documents must be attached to the online application.

    Candidates for this position must be at least 21 years old before their entry on duty date.

    This position is a primary law enforcement position under 5 U.S.C. 8336 (C) (CSRS) and 5 U.S.C. 8412 (D) (FERS). Persons making their first entry into a law enforcement position under these authorities must be appointed before reaching their 37th birthday. Persons already in covered secondary positions or persons with previous creditable service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicants must provide evidence of current or previous coverage that would qualify.

Duties:

  • Incumbent serves as a Federal Air Marshal (FAM) in the OLE/FAMS, Transportation Security Administration (TSA), a component of the Department of Homeland Security. The OLE/FAMS mission is to promote confidence in the Nation?s civil aviation system through the effective deployment of Federal Air Marshals (FAMs) to detect, deter and defeat hostile acts targeting U.S. air carriers, airports, passengers and crews.
  • Consistent with the duties described herein, FAMs: administer, coordinate, supervise or perform, investigative, analytical, or advisory work to enforce Federal laws, regulations, or other mandatory guidelines; carry firearms; make arrests without warrants for any offense against the United States committed in their presence, or for any felony cognizable under the laws of the United States if there is probable cause to believe that a felony is or has been committed; seek and execute warrants for arrest or seizure of evidence issued under the authority of the United States upon probable cause that a violation has been committed; and identify and interview witnesses and suspects. Present information regarding the above to the appropriate U.S. Attorney, as necessary. Such enforcement activities may involve matters of extreme sensitivity with difficult planning and coordination problems because of jurisdictional concerns involving other nations and federal, state, county, and local governments.
  • Participate, as needed, in multi-agency task forces and in land-based investigative assignments involving other Federal, State and local agencies consistent with the President¿s agenda for an integrated Federal law enforcement and intelligence approach to proactively fight terrorism at all levels.

    Incumbents are required to work for long periods without a break; are on call 24 hours a day; and participate in a mandatory physical fitness program.

  • Effective performance of FAM duties and responsibilities requires employment of law enforcement techniques, including: surveillance, surveillance detection and counter surveillance, interviews and interrogations, background checks, use of wireless device systems, cameras and copiers, report writing, making arrests and detentions, conducting searches and seizures, preparing and obtaining complaints and warrants, working with the U.S. Attorney, testifying in court, and carrying out undercover and covert work assignments.

    At the full performance level, the incumbent serves in a lead capacity as a key person and team leader. Incumbent serves in the capacity of acting supervisor as directed in the supervisor's absence.
